The problem of the development of tests is investigated, namely: what stages of development should go through and how the authors of tests neglect part of the stages of development. The modern understanding of tests and testing by levels is revealed. The stages of development of tests are highlighted: organizational, substantive, preparatory, research, standardization, interpretation, technical and operational. The circumstances that must be taken into account when creating tests are considered: the individual orientation of the test (in relation to which group of subjects the testing will be carried out), previously developed experience in compiling tests, the purpose of tests (tests are needed not only to test knowledge, but also to develop appropriate competencies).
